I think that I Corinthians 13 and 14 dealt with the topic of tongues and gifts, pretty thouroughly, to each believer are given different gifts and one is not better than the other, as one part of the body is not to be preferred to another but all gifts and all parts necessary for the functioning and edification of the of the whole.
